Die Zahl der registrierten Mitglieder ist nicht identisch mit der Zahl der Unternehmen in Deutschland. Kleingewerbetreibende (KGT) melden sich in großem Umfang bei Aufgabe der Geschäftstätigkeit nicht oder mit zeitlicher Verzögerung ab, da sie aufgrund der Beitragsfreistellung keine finanziellen Nachteile haben. Die einzelnen IHKs nehmen hierzu zu unterschiedlichen Zeitpunkten entsprechende Bereinigungen vor. Auch sind Unternehmen mit Betriebsstätten in mehreren IHK-Bezirken mehrfach registriert, wobei der Gewerbeertrag verteilt wird, so dass es nicht zu Doppelzahlungen kommt. Im Ergebnis liegt dadurch die Zahl der Unternehmen in Deutschland unter vier Millionen.
